For her project, Megan took on the complex task of regulating AI in a fast-changing landscape. She developed a modular framework for AI legislation that consists of three layers:
- AI Act: At the core is the AI Act, which establishes the fundamental principles for AI governance, setting the groundwork for comprehensive regulation.
- AI regulations: Next, the AI regulations categorise AI systems based on their risk profile, ensuring that each system is subject to proportionate regulatory measures.
- AI clauses: The real innovation comes from the "AI clauses" – a latent collection of policy tools that can be activated as needed for each risk category. These clauses can be quickly modified or de-activated, promoting responsive yet principled policy-making.
This framework effectively balances stability with flexibility. The AI Act provides a strong foundation, while the AI regulations and clauses enable swift responses to new AI developments.
